Blum was born into a Jewish household in San Francisco, California. Louise (Hirsch) and Herbert Blum, who sold robes and raincoats, were his parents.

He went to public schools in San Francisco. He graduated from the University of California, Berkeley’s Haas School of Business with a Bachelor of Science in business administration in 1958 and a Master of Business Administration in 1959.

Blum backed then-Mayor of San Francisco George Moscone in the 1970s. After Moscone’s assassination, Blum backed Dianne Feinstein, the new mayor, and the two married in 1980.

In 1994, Blum co-founded Newbridge Capital. Northwest Airlines Corporation, Glenborough Realty Trust, Inc., Korea First Bank, URS Corporation and National Education Corporation were among the firms on which Blum served on the board of directors.

Blum founded and chaired the American Himalayan Foundation and served as Honorary Consul to Mongolia and Nepal. Blum was also a member of the Haas School of Business at the University of California at Berkeley’s advisory board.

Blum joined investment firm Sutro & Co. at the age of 23 and rose through the ranks to become a partner by the age of 30.

At Sutro, Blum led a group that paid $8 million for Ringling Bros. and Barnum & Bailey Circus before selling it to Mattel for $40 million four years later.

As a result of this deal, Blum created his own company, Blum Capital Partners, in 1975, with a stake in URS Corp. as one of its first assets.
