Ned Arnel Mencia was born in San Pedro Sula, Honduras, on October 22, 1967, giving birth to Carlos Mencia. He is the second-youngest of 18 children raised in an East Los Angeles, California, Roman Catholic household.
Carlos was born to a Mexican mother, Magdelena Menca, and a Honduran father, Roberto Holness, but his aunt and uncle, Consuelo and Pablo Mencia, reared him.
Mencia attended Garfield High School, and at the age of 19, he engaged in drug dealing and residential burglary.
Carlos enrolled at California State University to study electrical engineering after graduating from high school, but he dropped out to pursue a comedic career following a successful open mic performance at The Laugh Factory.

Career
Mencia began using the first name Carlos in 1988 after Comedy Store proprietor Mitzi Shore advised he do so to appeal to Mexican audiences. He then appeared on “An Evening at the Improv” (1992), “Comic Relief VI” (1994), and “HBO Comedy Half-Hour” after making his television debut with an uncredited performance on “In Living Color” in 1990.
